The professional development division carries out its responsibility through statewide conferences in January, June and August and through such programs as the National Board for Professional Teaching Standards (NBPTS) credentialing process.
The division is responsible for creating and implementing the statewide professional development plan.

Professional Development for School Leaders and the work of the School Leader Professional Development Advisory Committee;.
The New Jersey Professional Standards, adopted by the State Board of Education in December 2003, provide a clear vision of the knowledge, performance and dispositions that teachers and school leaders need to support student learning and achievement of the revised Core Curriculum Content Standards.

The Professional Standards and Learning unit supports the work required to implement the New Jersey Professional Standards for teachers and school leaders and other state and federal educator quality initiatives.

By aligning standards and processes for school and educator quality and increasing access to quality professional development, Vermont is creating a statewide system to improve educator quality and increase student learning through: Vermont’s Standards for Professional Development.
Quality professional development has the power to increase educators’ knowledge of academic content and teaching skills while changing what educators believe about student learning and how they interact with students.
The Vermont Higher Education Collaborative for Education Workforce Development (VT-HEC) was formed in 2000 as part of Act 117.

This system ensures that professional development is readily accessible to all Vermont educators despite distance from institutions of higher education.

Documentation of the educator’s learning in relation to professional learning goals is required through a portfolio.
Professional development is required for renewal of Level II licensure and must be based upon an Individual Professional Development Plan (IPDP) developed by the educator after assessing his/her teaching performance and student data.
The quality standards require schools to provide for needs-based professional development designed to improve the quality of education provided to the students and directly connected to standards for student performance.

Staff development standards can assist educators in planning and implementing professional development that is based upon student needs, driven by the intended results and desired changes in educator knowledge, skills and attitudes, and designed to transform the organization into a learning community.
These standards align with the standards of the National Staff Development Council (NSDC).
Professional development that is most effective in improving educator practice is results-oriented, data driven, constructivist in nature and job embedded.

Under the advisement of a workforce development task force, VT-HEC offers opportunities for obtaining special education licensure, induction and mentoring support, and graduate studies.
The department has funded six ESAs to assess professional development needs and provide quality professional development regionally.
